ROLE MAIN PURPOSE
Will lead the planning, development, coordination, and delivery of the Al-Mashaer Masterplan, ensuring alignment with strategic vision, economic development objectives, sustainability goals, infrastructure requirements, and stakeholder expectations. The Director serves as the primary authority responsible for integrating urban planning, land use, crowd management, transportation, utilities, environmental considerations, and implementation strategies into a comprehensive and actionable Al-Mashaer masterplan.
FUNCTIONAL RESPONSIBILITIES
- Define and drive the overall vision, objectives, and development principles for Al Mashaar masterplan.
- Ensure alignment with national and regional development strategies.
- Establish planning frameworks, design guidelines, and development standards.
- Oversee the preparation and review of preliminary and detailed masterplans.
- Direct consultants and technical specialists throughout all project phases.
- Lead engagement with government entities, regulatory authorities, investors, utility providers, and key stakeholders.
- Facilitate decision-making workshops and coordination meetings.
- Resolve planning conflicts and obtain necessary approvals.
- Represent the project before executive committees and external stakeholders.
- Guide land-use planning, zoning strategies, development controls, and density allocation.
- Ensure world-class urban design principles and placemaking strategies are incorporated.
- Coordinate with infrastructure teams to ensure alignment between master planning and utility requirements.
- Validate transportation networks, crowd management, mobility strategies, utility corridors, and service infrastructure.
- Establish governance structures, planning processes, and reporting mechanisms.
- Monitor project schedules, budgets, risks, and deliverables.
- Integrate sustainability, environmental, climate resilience, and ESG principles into the masterplan.
- Promote smart city initiatives and innovation strategies.
- Ensure masterplan recommendations support long-term economic viability.
- Contribute to development phasing and investment strategies.
- Identify strategic, planning, regulatory, and delivery risks.
- Define KPIs and performance measures.
LEADERSHIP RESPONSIBILITIES
- Establish a clear vision and strategic direction for the Al Mashaar masterplan.
- Lead multidisciplinary teams including urban planners, architects, engineers and infrastructure.
- Coach, mentor, and develop team capabilities.
- Conduct performance reviews.
- Serve as the primary point of contact with executive management and steering committees.
- Present recommendations and strategic options to senior leadership.
- Make informed and timely decisions on complex planning issues.
- Lead resolution of cross-functional conflicts and critical project issues.
- Lead organizational and stakeholder alignment during project evolution.
- Ensure adherence to governance, planning regulations, policies, and standards.
- Communicate effectively with executives, government stakeholders, consultants, and project teams.
- Influence strategic decisions and secure stakeholder buy-in.
- Optimize utilization of project resources and planning budgets.
Educational qualifications: A bachelor's degree in Engineering, urban planning, architecture, or related field.
Professional and Technical Certificates (Preferred): Program Mgram Managt Professional (PMP), and Project Management Professional (PMP).
Professional Experience:+15 Years experience in major project and master plan development.
